Brand new tires have to be broken in. Look at the tire treads (F & R tire). New tires have little rubber hairs sticking out. When the rubber hairs ware down the tire is broken in. I'd say it's most probably the tyres, bear in mind that new tyres need to be broken / ran-in. The standard suspension set-up should be perfectly adequate for most riders, unless you are a pro racer.
